替父母申请绿卡

替朋友问，朋友刚拿绿卡，她可以为其父母申请绿卡吗？如果不能，公民能为其父母申请绿卡吗？如果能，为什么在visa bulletin 上，家属移民看不到为父母移民的排期？谢谢。
