１。　递交I-290B 申诉期间可不可以通过马上申请 H1 （公司愿意出面申请） Or H4 （我是H1），　或另递交一份　１４０／４８５以保持身份？

Yes, she can apply H1/h4 whenever.

　２。　老婆申请 H1 /H4是不是 必须出境签证？

most likely.Depends on whether the I-797 she will get has I-94 or not.
