I received the second letter from the Canadian Consulate General. It says that 'We have now completed the initial assessment of your application, and expect to finalize your application without a personal interview.' And, they asked me to submit more documents, such as medical exams, etc. I am wondering whether it means that my application has been approved. Thank you!
