If that is the reason USCIS provides, then I will say H1 is actually approved, it is the COS part that was denied. He should have a I-797 approval notice either without I-94 or if with I-94, that I-94 is now considered invalid by USCIS decision. What was the last visa he used to enter US during I-129 pending? If new F1 visa, his OPT should still be good. He will need to reenter again with H1 visa to gain H1 status.
