The retrogression of India VB to 2000 means USCIS has approved a lot of cases, and the numbers are drying up. What is not clear is that June is the end of the quarter, and only so many numbers can be used in each of the first 3 quarters--with the rest remaining for the end. So, the Visa Bulletin referenced annual limits, but it may also be the quarterly limits that are creating the problem for June.
