For FB categories, Canada born and Chinese born has no difference on the waiting time.

Did you file ANY immigration petition for her before? If yes, her age (for immigration purpose) might have frozen some time ago.

If not, if daughter is under 21 unmarried, immediate relative, no quota limit. If married, FB3. If unmarried and over 21, FB1.
