Actually I believe here we're discussing about I-134 rather than I-864.

I-864 is for purpose of immigrantion.
I-134 is for non-immigrant visa.

As mentioned above that "帮亲戚申请父母探亲" and "在为F1申作担保".

For I-864, the sponsor should be "居住在美国境内美国公民和永久居", plus "at least 18 years old". For I-134, I don't see such requirement (or I may have overlooked something). Some people in non-immigrant status choose to include I-134, in which themselves are sponsor, for their parent to come as B-2 visitor, although I-134 itself does not help that much if not at all in obtaining the visa.
