皮匠和大虾们: Question on "public assistance" in 485

We used Medi-Cal for prenatal care four years ago. A USCIS file (www.uscis.gov/files/article/Public.pdf) indicates officers can not consider Health Care Benefit program like Medicaid and Medi-Cal as "public charge".

So in Form I-485, Part 3, Question 2, should my wife click YES and then
provide a sheet of evidence and explanation? Or click NO due to the fact it is not "public charge"?

Does anyone have experience on handling this?
