1: Of course, your employer can file without lawyer
2: petitioner is your company, usually HR office. You can fill the forms your self, in which case you are preparer. But your company's information and signature is required (Part 8, petitioner's signature?)
3: Can be the same person if a petitioner asks the same person to prepare the form and sign on its behalf
