Basically, yes.
I-485 processing time is not decision-make time if PD is not current. But recently, a lot of applicants with PD2006-2007 received REF, such as currently-dated employment letter. I would guess there will be a big forward move of PD for EB2 in next several months. USCIS has anticipated some visa numbers for non-current PD and started to looking into those cases. The older cases have been almost cleared since the the reform of name check.
