My sister's NIW 140 was denied without RFE in TSC last week. I don't think her case is much weaker than others...Very upset...

因为考虑appeal时间太长，所以想要refile一个新的NIW140 to TSC.

谁能帮忙回答,please？

1)可以refile一个新的NIW到同一个center吗？

2)如果NIW被据过是否会有负面影响？

3)是否一定要等到自身条件发生重大飞跃才可以refile？
