which is faster, Green card through NIW or citizen's spouse to b

My lawyer is pushing me to file I-140 for NIW petition with a fee of $2020 (including everything). While I am not sure if I should stay with NIW or I should wait for my hud*****and to become citizen first and apply for it as spouse. He just submitted his application this week. In term of time plus cost, which is better?
