Can I get pay?

I have a one month Gap between my OPT and H1B. So I can not work in this month (I began to work in current company 5 months ago),I ask for personal leave. But according the company rule, during personal leave, I have to first use my TOP time ("time with pay"), which is accumulated during this 5 monthes.

In this case, can I get pay? No work during Gap, can I get pay from my accumulated holiday hours?
