背景
丈夫,日本人,持L1签证被日本某大学公派到其在美国的独立研究所工作,任所长。其工资由日本支付,大部分在日本发放,小部分转到研究所发放,因此在美国有工资单。签证到明年5月到期。但是因故要到今年3月30卸职回日本。

妻子,台湾护照,持L2签证,明前5月到期,现在准备到ucla作访问学者,转为J1签证。且预定了今年4月25日从加拿大去阿拉斯加的油轮。(丈夫此时已经回日本)

My point was, assuming wife needs J1 and will cruise from Canada, so wife will need to go to Canada for the trip, get the J1 visa (with documents such as DS2019 ready) in Canada, and then get on the cruise. Like I said in last post.

If it's the hu*****and will get J1, then hu*****and has to get J1 first before you can get J2 visa by yourself, or you go back to Japan and get J2 with him together when he gets J1. The good news is your J1/J2 will not be subject to 2 years home residency requirement based on your nationality.
