L1/H1 visa requires you to get J1 waiver (212e) first. You can get J1/B/F1/O1 visa at the consulate/embassy without J1 waiver.
Who wrote "去年的J1签证上写着两年内不能再入境美国", the VO in China or CBP? If CBP, it doesn't matter. If VO, don't forget you are going to see VO again for your next visa. You must have made some promise before the VO last time somthing like you guaranteed you wouldn't go to US again and wouldn't get J1 waiver.
