Renew my H4 status

I have EAD card. I had already used this card to work since 2007. My question is can I renew H4 status associated with my hu*****and H1 extension? I really do not know if USCIS still allow me to apply for H4 visa according to my case. Could you please answer this question? Thank you very much.
