It's not required for I-130 or I-140.

However, it is required for I-485 or CP because US immigration (immigrant visa) looks at applicant's country of birth, so they want the official proof of birth documents issued in the birth country (regardless of applicant's nationality)
For non-immigrant visa, US looks at the nationality of your passport, where you were born doesn't matter.
