No difference

for perm, minimally qualified US worker will screw your perm recruitment. You employer can only require a generic education/experience, for example, BS in what field + 2 yr experience in the related field. they cannot disqualify a US candidate on the ground that he/she lacks a specific skill/knowledge. for example, you can require a BS degree in computer sciences, but you cannot require the candidate must have knowledge/skill of Oracle database. If someone with a computer science degree applies, you are screwed. it doesn't matter whether he knows oracle or not.
