Is it too risky to apply for green card through PERM

My hu*****an's company agree to apply for green card for him through PERM. Is it too risky to post job opening on newspaper? He works for automotor industry. Since there are so many lay-off happen around him, he is afraid to lose job. Shall we wait a little bit until the economic turns better?
