some thought

Here is my thought. First, under no circumstance, should you trust him and go back to China. He may pay you a couple of month and then after he is married again and has new kid, he will pay nothing. And the same time, there would be no enforcement either in China or in US. Think this way, the worst thing for your kids and you are going back and have no financial resource. Actually, that's what he is asking for you.
Second, you should try to be strong for yourself and the kids. If you are worried about he goes back to China and you lose your status. You should check to see if you can go back to school. You should have time apply for school for next school year now. Though I don't know if you can change status from H4 to F1, but it's worth check it out. Don't listen to him and divorce him without court. If he wants to go back, he will lose his status as well. You should file divorce here. Then you can get alimony and child support. If he doesn't pay for it later, I guess he would have trouble come back. Or after Green Card, he would not be able to get citizenship.
One last thing I want to say, don't give up your kids. It would hurt them too much and they won't be treated well by your hu*****and based on what you said. And you might regret for the rest of your life.
Just another thought, you said your younger one is only 7 months old. Is there still rule in China the hu*****and can not file divorce during the first year after child's birth? Then he won't be able to divorce in China either. You might want to check it out.
