A basic question about EB2. Please reply

To apply for GC under EB2, do I have to either using PERM or NIW? It is hard to ask my boss to apply PERM for me since he has to pay $5,500 fee for me, just like H1b application fee, which can not be paid back by me. Therefore, NIW is the only other option for me? Is my understanding correct? Thanks a lots!
