谁有好的建议:J1-Waiver没回音

国务院于今年1月寄推荐信给Vermont Service Center，7个月过去了，还没有得到移民局的任何回音，已经试了各种方式: 写信有10封，打电话数次，发传真，去INS Local Office，- - -， 都没有任何作用，简直精疲力竭了。。。。

那位朋友还有什么好的意见和建议，谢谢!
