请教有关移民加拿大需按指纹取Police Cert的问题

在准备交申请，曾在新加坡待过几年，现在我指纹已准备好，可是新加坡警察部门要求出具书面证明以显示这是移民部门所要求，而且自己打印的有关申请要求无效。原文如下：

...must satisfy the following requirements:
...
Documentary proof from the immigration authority requiring the certificate. (A print out of the application requirements is not acceptable.)

想让CIC给我写证明封信可是CIC网站上没有找到contact Email，有一个电话也是Canada Only（我现在美国）。不知有没有过来人或哪位有什么办法没有？谢谢！
