USCIS has no standard procedure for the relink request. Some people just send a letter to USCIS for such relink request. But There is no confirmation letter or receipt for such request. So, you do not know whether USCIS have processed your re-link or not. Most of time USCIS take a long time to do this kind of relink. So, many people would like to file a new I-485 to the approved I-140 which has current PD and this will be very easy and do not confuse USCIS. But the problem is you have to pay the I-485 filing fee again. But I still suggest you to file a new I-485 instead of doing re-link. It deserves to pay more money to decrease your worry in GC application.
