Emergency AP 不能在 local office (San Jose) 申请吗？

各位好。

我的情况: I140 proved. I485 pending. AP expired.

父亲病重. 我携带所有文件去了local office (San Jose). 移民官说我的 case 不在 local office. 只能先 online 申请再打电话加急. 这是正常手续吗？加急 AP 需要多少天？
