For example,your wife got green card in category 3(EB3).Now you want to apply for green card as dependent of your wife.If your wife's EB3 PD is current,you can submit your I-480 to USCIS.However ,if your wife's EB3 PD is not current,you can not submit I-485 to USCIS even if you wife got green card.You have to wait until you wife's PD is current.
As you said,You wife applied green card in 10/2006.I don't think her PD is currenmt now.
