help? parents green card delay?

i filed my parents green card application several months ago. Then we received a interview date last month which immedicately was followed by a letter saying due to "an unforeseeable reason", the interview date was cancelled. This situation also happened to an other friend in our church.

Is anything happening at INS? or this is a just pure incident. many thanks
