what is PERM?

From USCIS website, I didn't see this category. I heard one can have his or her employer to apply for green card without any recommendation letters. Is it PERM? what does PERM stand for?

For EB-2, I can file petition for myself if file NIW or have my employer file petition for me. In the latter situation, do i still need recommendation letters? From the USCIS website, it states that as ling as I meet three of those criteria, i would qualify. I have 1). advanced degree (US PhD), 2) ten years work experience, 3),membership in professional association

I would greatly appreciate your answers to my questions. Sorry I can't type chinese in this website.
