didn't you include I-485 receipt when you filed I-539 because you must have answered yes that you filed I-485 in 2007? So, USCIS knows that already.
To reverse to H4 decision specific to the denial reason -- USCIS says your OPT became invalid after 4-8-2008, you must show that you worked or your unemployment days
