if 希望他能越早来美国越好 is the most important, he can come visa waived 80-90 days before the wedding, and file I-130+I485+I765 after the wedding. US citizen's spouse category allows him to file AOS when entering with VWP (German passport). No need to wait for K visa, or any visa.
