How many EB3 shall USCIS/DOS give to China born in one

fiscal year? Please give the site or document. I will then talk to my lawyer about the mistake USCIS/DOS made to China born EB3 as they made U in 2008. In reality, China born EB3 only used 1985 visas in 2008.
