是不是出境签证才是唯一的出路，可不可以在境内调整身份，退回到原来H1-B和两个H4？

If your status is AOS, you can file H1 application within US and it mostly likely will be approved without I-94. In this case, you can go outside US to get H1 visa to activate your H1 status. If you are lucky to get it approved with I-94, you just continue to work and need to do nothing.
