I-20 only issue to full time student.

Students who have medical or academic reasons for registering for less than a full course load must contact the International Student Coordinator to see whether the particular circumstances allow an exception. USCIS regulations permit exceptions only under very limited and specific conditions.
一般大学每学期（半年）要求 full time student修12个学分就是3门课（每门课4个学分）。这和在哪儿签没关系。你太太partime上学是没法得到I-20的。除非是交full time 的学费但不去上课。
