请问有谁申请过HARDSHIP 豁免或者从美国以外申请过豁免吗?

从上面那段话,似乎可以从离开美国后申请.
我想了解如何申请, 至于符不符合HARDSHIP, 我有其他方面材料(很多份美国医生检查报告和学校特殊教育报告).
