I have the same experience when I applied F1 visa six years ago in Beijing. At that time, it was easy to get visa even having full assistantships. Unfortunately, I got denied 3 times. Also other two officemates had same bad lucks. One of them found such agent to help him out, but need to pay $6000 if sucessful. The trick is that such agent bet that every one has a chance to get a visa if he has a full scholarship. So if you get the visa you need pay the money.
I also visited such a agentls office. This kind guy knows some American who also want to make money. But Americans only are reponsible to bring applicants into visa application office. That is it. They are lier that they knows someone in embassy to help you. Every one knows it is illegal if some insiders did that. No insider wants to take the risk. Keep in mind that such agents just bet the possiblity that you MAY get the visa this time.
