1: 如果1月回去, 在没有豁免的情况下, 可以申请F1 签证吗?

可以

2; 如果现在延期J1 , 人在美国而不回国,叫国内开证明来办豁免, 办好之后再回国(要博士答辩), 申请F1 签证可以拿到吗?

无论有无办好豁免, 都可以回国申请F1签证;
若在美国办好豁免, 可接着在美国申请F1并能得到批准. 但批准后回国...还得再申请.
若在美国没办好豁免, 不可以在美国申请F1, 会被立马拒绝.

3: 目前的签证是J1 , 可以直接申请学校读书吗?

当然可以.

若当前持的是J1 Student visa, do nothing; 若当前持的是J1 visiting scholar, 学校申请成功后还得出境转签证...from J1 visiting scholar to J1 Student or F1.
