因为距我所知，一般你需要等到H4被批准以后，才可以转换成H1。但一个律师说，可以在H4没有被批准的时候，递交H4 withdraw的申请，然后立马递交H1 transfer application. 这样可以么？
- Once she terminates, she is out of status of H-1b1. Her COS petition to H-4 grants her authorized stay. Based on her authorized stay, she is able to file another COS to H-1b1. When she withdraws H-4 COS, she is in no authorized status nor authorized stay, which will cause her to apply H-1b1 visa in case it is approved.
