1。 what are you holding right now, H1 or F1?
2. don't do anything if your kid is a H4 holder. I really don't understand why bother to change H4 to F1?

3. As long as student with parents live CA for more than one year, you pay local student tuition.

Just double check to be sure with UCLA admission office.
