Passport Replacement in New York

How soon can I get my new passport? I submitted my application of replacing my old passport on 15, Sep. And I was told to call back to find the status in three weeks. However, four weeks pasted, and the status is in still in process. Need my passport badly because I plan to be back home next Month.

Any experience? Any idea?
