Your kid should be treated as an international student. After he/she is admitted by a university, he/she can change his/her h4 status to F1.

If your kid attend a university in your state, he/she may be qualified for 交州内学费 (depend on how long you have been worked/stayed in that state and the policy in your state, etc.).
