my father once was very sick and went to emergency room and stayed in hospital for a week. it cost about $20,000. He came to visit me with B2 visa and had no insurance. we applied some program provided by hospital (actually by the government, your application has to be approved by the local government) and 90% of the expense were waivered. I can't remember the name of the program. but you can ask the nurse and they can tell you. One thing I need to remind you is that: you can't sign any expense related document, if you sign it, that the bill will come to you. You still have to pay the bill for doctor, and examination such as x-ray, CT, etc.
Good luck with your mom.
