皮老师, Can I transfer from H1 to F1 if I lose job now?

I may lose job next month. If so, can I apply F1 at the time?
Will they deny my application?
What about my status at the waiting time (before next semester start)?
I had a master's degree. Can I go to community college for a certificate program?
