谁知道H1B transfer的手续，急

现在时间很紧，HR的人太官僚，只好自己先查好步骤再push他们。请问谁知道H1Btransfer要什么文件，填的什么表，我在USCIS上没有查到。我看有的网站说H1的transfer不同于一个新的申请，可HR的人说就是一个新的申请，请问手续上到底有什么区别，多谢
