How to apply for Canada visitor visa

Pls help me: My mom just arrived in US for 4-month visit. She wants go to Vancouver for a weekend tour since my hu*****and is doing project there. Could u please let me know how to apply for Canadian visitor visa and how long will take to approve? Thanks so much,
