My understanding are
1) 如果我用H1为华盛顿州的一个公司工作
It appears that H-1 petition/approval is no longer an issue in the situation. So I did not concern "他的H1就不会那么顺当的批"

2) 从而保持我的加州居民身份么
there is no such "CA residence status" or the like, and the things I could think of are, paying CA state tax, and keep CA driver license, as no vote being involved yet. Those are not in the realm of USCIS, nor his employer.

BTW, to prove a residence, usually a utility bill is sufficient, say when you apply a library card locally.

- Since he pays CA state tax, and lives there, he is entitles to all rights/benefits/privileges no matter whom he works for/he does not work/his employer location/work location.

Maybe OP has other concerns he did not disclose, which is not addressed. His concern of living in a state and working in another state, is not problematic.
