What is the reason for the one denied for your case?

I had two pending at the same time (filed at different time) both at NSC, and one just got denied. The reason told over the phone by CIS is two i140 pending at the same time in the same category. I am looking for official rule about this because my lawyer does not believe there is such a rule. Thanks.
