此人在国际上发了15篇文章，被引用近200次，中国科学院博士，在加拿大做了2年POSDOC，美国又做了两年POSDOC，现在美国公司工作。一个月前被要求REF，今天刚收到邮件说被拒。他没请律师，都是自己做的。可能是做得不好。

请高人指点。
