When should I apply Perm GC

I applied GC by my hu*****and who is US citizen. On Aug. 2003, we got our interview. then my case is pending on FBI name checking. Until now I have not got anything back from INS office. Oct. 2004 our marriage will be more than two years.
My question is: Should I apply for Permanent Green Card now or wait unti I get conditional GC?
