When your school filled out the I-20 for your F-1 reinstatement, they should indicate the starting effective date on the I-20 before they sent the form out to USCIS for approval. Please check this I-20 whether you can find this information there. If the date is 12/99, you will be fine even if USCIS approval date is 10/02.
