J-1 Waiver for GC

Scenarios: J-1 (95-98), PR of Canada (98-2000), Canadian Citizenship (2000- )
TN(2002-2006), H1B(2006-2009), I-140(EB2: approved 07/24/08, PD: 12/31/2007)
Any suggestions?

Chinese Embassy is not accepting this case since I am not Chinese citizen anymore_:( .
Canadian Embassy is not accepting this case neither since I was not a PR of Canada during the J-1 period_:(.
